Biotechnology and National Sovereignty

The highly industrialized countries of North and uniformity of nature to respond to a sustained pattern of consumption was at the expense of biodiversity. The development of genetic resources is saturated by low biodiversity in these countries are forced to welcome the countries of the South or 90% of global biodiversity is concentrated there. Thus increased North-South partnerships in the fields of life sciences are developed Our   GR mainly bacterial plant or animal and traditional knowledge associated with them, patiently developed over generations are the subject of scientific partnership   While beneficial for the formation of our   researchers, but the results sometimes subject to patent   are no direct contributi on to the well being of our people. Although the Rio Convention (1992) enshrines the sovereignty of states over their genetic resources   the World Trade Organization universalizing the system of patents on living. The products are patented live protected in all WTO member states. It is worth saying that despite the modest financial means, although available research we do not have a proper economic framework to help develop the products of these patents   and make them available for development.

The century of biotechnology that we are going to revolutionize   our consumption patterns.   In the very near future it is not surprising that Algeria buys organic fertilizer suitable for its soil, patented abroad, made from material isolated from our own soil by our own scientists .. In a very near future predictive and preventive medicine to encourage the consumption of new therapeutic molecules to specific populations. As part of this therapy   will be purchased abroad molecules   proprietary, specific to our population developed from our own genetic heritage. The 1998 EU Directive (98/44/EC) concerning the legal protection of biotechnological inventions allows up to patent human body parts. A U.S. patent on the Mexican yellow bean deprives this country to freely dispose of its natural resource.  It is urgent to realize the immediate future issue very close to the role of biotechnology in the world and their impact on national sovereignty. It is widely agreed that biotechnology is based on information technology, the next technological revolution.

Universities and research centers are expected to develop a research for development, and thus to open up society and the user sector. The problem is that our research does not interface in society that equates what she does and what it can do. It should first consider creating an emergency that interface: create at research centers and universities in the incubators of start up, the interface university society. the second international symposium on biotechnology "BioTech World 2010 under the theme" biotechnology startups ", will be attended by eminent personalities in various fields of biotechnology (health, agriculture, environment ...). An opportunity to meet managers of startups, researchers   large pharmaceutical companies, scientists from major research centers, Competa Algerians abroad   all eager to share them with our researchers the best way to meet the scientific preoccupations of Algeria   . This important event will   the opportunity to take stock of the biotechnology and recount the experience of the incubator of the Biotechnology Center of Sfax, the incubator of the University of Liverpool   , The experience of the Kuwait Institute Dasman   and many others.

A dozen plenary lectures by hundreds of oral presentations and 120 poster presentations, will be the subject of this meeting. "BioTech World 2010 is organized by the Department of Biotechnology, Faculty of Science, University of Oran in collaboration with the general direction of scientific research and technological development of the University of Mentouri Contantine, Belkaid University of Tlemcen, with the support of UNESCO and the U.S. Department biosecurity and biosafety.
